My dear Tyrrell,
In September last year I had a conversation
with Wellesley about the Governorship of Hong Kong in
the course of which I undertook to communicate
privately with the Foreign Office before the appoint-
ment of a successor to Stubbs,the present Governor,
was made. Stubbs' term of office runs out in about
three months and the Secretary of State is now considering the appointment of Cecil Clementi who has been Colonial Secretary of Ceylon since November,1922.
Clementi, who is one of the ablest men in the Colonial
Service, entered the Government Service in Hong Kong in 1899 and served there in various posts with great success until in 1913 he was made Secretary to the Government of British Guiana where he did exceptional- ly well. Incidentally he is an excellent Chinese
scholar.
